Mayor & City Council of Taneytown, MD

The Mayor and Council meet in the City Council Chambers at 7:30 P.M. on the second Monday of each month for their regular Council Meeting and on the Wednesday before the Council Meeting for their Workshop Meeting. The City of Taneytown is governed by a Mayor and five-member City Council who serve four-year terms. All members are elected at-large. Since the City of Taneytown is a chartered government, many of the laws and regulations are adopted by the Mayor and Council in accordance with state law. The City of Taneytown is a member of the Maryland Municipal League, an association of Maryland's Cities and Towns.

Jim was born in Washington D.C. He has lived in Maryland since 1956 and has been a resident of Taneytown since 1983. He and his wife Myra have four children – Jim III, Peggy, Alina and Caitrin – and ten grandchildren. A graduate of the University of Maryland, College of Agriculture, Jim was employed as a District Manager for Southern States Co-operative where he worked for over 30 years. He is currently employed as a Reverse Mortgage Consultant with Met Life Bank, with an office at the corner of E. Baltimore Street and York Street (4 York St) and is a Certified Senior Advisor (CSA). Jim is an active member of St Joseph’s (RC) Church and is Chairman of the Liturgy Committee and Director of the RCIA process (Rite of Christian Initiation of Adults) and member of the Knights of Columbus. He is a member of the Mother Seton School (Emmitsburg) Board.

Jim has served on the Taneytown Council since 1985. Among other Council duties, he has chaired the Taneytown Recycling Committee and Taneytown Museum Committee, and is active in downtown revitalization and historic preservation issues. He serves as chairman of the Taneytown Main Street Committee. Jim has also been active in the Maryland Municipal League (MML), an association of cities and towns, where he has served three terms as Carroll County Chapter President, District V.P., and State President. He is currently serving on the MML Legislative Committee. County responsibilities have included membership in the Carroll Recycling Committee and co-chair of the Carroll County Solid Waste Committee. His current term as Mayor expires in May 2011. Jim has served on the Governor's Commission on Economic Growth, Resource Protection and Planning and is currently a member of the Governor’s Intergovernmental Committee on Agriculture (GICA).

Jacquelyn Boisvert, Mayor Pro Team, Taneytown, MD Jackie, a native of Taneytown, has one son, Ryan. Jackie is a graduate of Taneytown High School and attended Strayer Business College in Baltimore, Maryland. Since 1968 she has worked both in banking and private business as a secretary and a bookkeeper. Jackie has served on the Taneytown City Council from 1989-1995 and from 1999-Present. She currently serves on the Taneytown Planning and Zoning Board and is the appointed Liaison to the Taneytown Chamber of Commerce. She is a member of the Taneytown Museum Committee, Main Street/Design Committee and the Taneytown Comprehensive Planning Committee. Jackie is also on the Board of Directors for Human Services of Carroll County, United Way of Carroll County and a member of the Random House Book Fair Planning Committee. She is a past member of the Taneytown Economic Development Commission and the Taneytown Zoning Board of Appeals. Jackie is a life long member of Trinity Lutheran Church in Taneytown.

Carl Ebaugh, Councilman, Taneytown, MD Carl was born in Hanover, PA and has lived in Maryland, Bad Kreuznach, Germany and Pennsylvania. He has lived in Maryland since 1980 and in Taneytown since 1993. Carl and his wife, Barbara, have two children, Lt. Col. Kurt G. Ebaugh and Heike E. Mills. Carl has been blessed with three grandsons. Carl is retired from a 43 year career in sales, the last 24 spent in automotive sales here in Taneytown. He can still be found as a part-timer at Food Lion because he feels that contact with the community helps keep him informed of local issues. Carl was a 1961 graduate of Taneytown High School and he then spent one year at Western Maryland College before enlisting in the US Army. He has been active in the Lions Club and the American Legion. Carl was on the Zoning Board of Appeals for a number of years and most recently had been a member of the Taneytown Planning and Zoning Commission.

Diane Foster, Councilman, Taneytown, MD Diane, a Baltimore native moved to Taneytown in November 2006.  She has an AA degree in Human Services.  She began working for the federal government at the Department of Defense at Fort Holabird in 1966 and transferred to the Social Security Administration (SSA) in 1971. She has worked on policy-making staffs and later moved to the Office of Public Affairs where she held different positions including Writer-Editor for the monthly publication, “OASIS” magazine, a publication for SSA employees nationwide and Editor of the Central Office Bulletin, a bi-weekly newsletter for Central Office employees at SSA.  She successfully completed a Federal Government Leadership Program that led to her working as SSA’s liaison to the Baltimore City Mayor’s Office and the Maryland State Governor’s Office.  She served on various program regulation workgroups and interagency partnership councils and as liaison on a myriad of initiatives between SSA and other government agencies where she interacted with all levels of government up to and including the White House.  She is presently serving on the Supervisory Committee of the Securityplus Federal Credit Union with $274,422,750 in assets and 35,303 members.  She served 2 prior 3-year terms as a Director (1 term as Secretary).  Her other volunteers efforts include:  Meals on Wheels of Central Maryland, Pets on Wheels, Oriole Advocates Inc. (Charitable sub-division of the Baltimore Orioles), Board of Directors Carroll Vista Condominium I, Architectural Committee, Carroll Vista Condominiums, Parish Council, St. Joseph Catholic Church, Event Planning Committee for the Taneytown Economic Development Department.  She is married to Samuel and has 4 adult children.

Rick is a native of Carroll County and has resided in Taneytown with his wife June for the past 32 years. Their daughter Jennifer and her family reside in Taneytown, and son David serves in the United States Air Force, currently stationed in Dover, Delaware. Rick recently retired after a 33 year career at Random House, and enjoys spending time with his family and three grandchildren. Rick is a fellow in the Academy of Excellence in Local Governance. Rick served on the council from 2003 – 2005, and his previous experience was with Parks and Recreation. Rick graduated from Westminster Senior High School, and attended Catonsville Community College. He is a veteran of the United States Air Force, and a member of the American Legion, Hesson- Snider post 120. He currently serves on the Board of directors for Mayberry Game Protective Association.

Angelo Zambetti, Councilman, Taneytown, MD Angelo was born in Old Forge, PA, joined the Navy in 1955, graduated from Penn State in 1962, and immediately moved to Maryland to accept a position with the National Security Agency. Angelo moved to Taneytown in 2005. His wife of 44 years, Gerri, was a cancer victim and passed away in 2005. His son Gary, daughter-in-law Kelly, and three grandsons live in Mechanicsburg, PA. Angelo retired after a more than 33 year career with the NSA. He progressed from an Engineering Specialist to a Manager, responsible for the design, development, and production of highly complex electronic communication equipment. After being retired for 5 years, Angelo joined a start-up company, Safe Operations, as an Information Security Consultant. He participated in the preparation and implementation of software and content designed to automate the creation and evaluation of Information Security Policies and Procedures for computer systems. Although this is his first venture into local government, he has experience in leading and participating in Working Groups designed to solve complex problems, conferences designed to disseminate information, and a civic association formed to defend the interests of local residences. Being fully retired, Angelo spends a good part of his time in helping to solve the problems impacting the quality of life of the citizens of Taneytown.
